伴随农村环境治理力度加大,诸多农村已不再是“垃圾乱堆、污水横流、尘土飞扬”。 在长沙县春华镇九木村、大鱼塘村、春华山村等多个村庄,乡间小道干干净净,农房墙体统一美化,犄角旮旯处亦难觅垃圾踪迹。
8月17日,万容科技总经理周军、万容普联总经理宋镇及从事垃圾分类及资源化利用的相关工作人员一行齐聚长沙县春华镇垃圾分类试点村,与长沙县春华镇垃圾分类村干部共话农村垃圾分类及人居环境治理。
春华镇农村垃圾由长沙县政府、爱卫办、村环境卫生管理工作人员联合生活垃圾处置企业万容进行分类减量及处置,目前已探索出了一种新的农村生活垃圾减量处置新模式,解决了春华镇农村垃圾减量处理“最初一公里”问题。
垃圾分类创新,源头首创热解干垃圾新分类
建设生态宜居的美丽乡村,中央提出实施农村人居环境整治三年行动方案,必须解决农村垃圾处置这个难题。做好农村垃圾处理,首先要源头分类。
长沙县春华镇九木村于2017年开展居民垃圾分类工作,指导农户开展源头分类减量,实行“易腐垃圾沤一点,灰土埋一点,高值可回收物卖一点,低值可回收物和有害垃圾交一点”的模式。2018年3月启动保洁员二次分类工作,即保洁员在分区分组收集低值可回收物及其他垃圾的同时,将其他垃圾中的干、湿垃圾进行分类,可回收物统一进行资源化处置;有害垃圾进行无害化处置;收集的危险废弃物经万容指导进行分类收集储存,并集中进行处置;乡村二次分类得到的有热值的垃圾衍生燃料集中由万容进行资源化处置,最终实现长沙县农村生活垃圾无害化、减量化和资源化处置,农村垃圾不经镇转运,垃圾处置不出县。
有热值垃圾衍生燃料,即乡村二次分类通俗意义上的可热解利用垃圾,指一次性塑料杯、塑料桌面、烟盒等垃圾中,不能低价回收的,如包装袋、编织袋、网状泡沫、一次性餐桌布、茶杯、饭盒(包括泡沫盒子)、快递填充物、纱窗布、橡胶手套、小泡沫等。春华镇大鱼塘村分拣中心可热解利用垃圾已挂牌运营。
截止当前,春华镇九木村生活垃圾由分类前的混合垃圾近100吨/月,已减少至10吨/月,其中可回收物6吨,干垃圾2吨,湿垃圾2吨,生活垃圾减量率接近90%。
环境管理创新,搭建村-镇-县垃圾处置链条
农村垃圾源头分类,不能“干部干,群众看”,只有充分发挥农民主体作用,才能让垃圾分类成为农民的生活习惯和自觉行动。
春华镇村干部起模范带头作用,有效运用村闲散劳动力,联动妇女队长、主任或村民组建村保洁团队,分片区、分组、分户进行分类收集,由本村农户通过民主方式组建从事环境卫生管理的村级环境卫生理事会,实行村资源分拣项目运营管理,其中可回收物可由保洁员售卖给合作社进行回购以此调动保洁员工作积极性,同时也可通过保洁员的宣传让普通老百姓共同参与,爱护大家共同的环境。
垃圾站作为人们生产生活垃圾集散地,给人的印象是脏、乱、差。但是在长沙县春华镇,村级垃圾分类回收分拣中心就设在村部,村级垃圾分类回收分拣中心设有过磅区、可热解利用垃圾存放区、晾晒风干区、可回收垃圾堆放区及有毒有害物品存放区,村级环境卫生理事会不定期不定时督促村级垃圾分拣工作。分拣出的可热解利用垃圾、有害垃圾及可回收垃圾由万容分类收集进行处置,以此形成了“户分类-村收集-镇分拣及预处理-县集中末端处置”的县域生活垃圾分类减量处置新模式。
