2009年5月26日上午,“湖南省环保产业发展规划编制专题研讨会议”在湖南省环保局5楼会议室召开,长沙高新技术产业开发区、株洲循环经济工业园、郴州永兴县循环经济示范园、汨罗循环经济试点园区等四个园区负责同志,以及省环科院、永清环保、万容科技、凯天环保、中冶长天、湖南有色院、湘牛环保、麓南脱硫、湖南首创等10多家湖南省重点环保企事业单位负责人参加了会议。
会议由省环保局科技处张志光处长主持,并转达了分管领导王会龙副局长的指示精神。
会议的主题是:针对湖南省委、省政府作出的“将环保产业打造成我省另一个过1000亿产业”的规划,结合重点企业2015年前的发展规划情况和数据,具体讨论规划编制内容。
会上,张志光处长通报了我省近期所做的对全省700多家环保企业开展的调查数据情况:全省目前环保产业规模已达到400亿元以上,因此,在十二五末(2015年)达到过1000亿是完全能够实现的。
省环科院代表规划编制小组,通报了环保产业规划编制的目录框架和思路。根据规划编制目录,将分五个部分来编制:一是产业现状;二是面临的机遇;三是总体要求;四是发展思路和重点工程;五是保障措施。
规划将紧紧抓住“四个一批”,即:“一批重点环保工业园区、一批环保骨干企业、一批环保名牌产品、一批科研技术项目”,到2015年将重点实现:3-5个环保产业集聚园区、1-2家过100亿的环保企业、5-6家过50亿、10-20家过10亿、若干家过亿的环保企业。
各园区、各企事业单位负责人在会上分别发表了对我省环保产业规划编制的意见和建议,特别是对各自本单位发展规划进行了通报。
我公司副总经理林常青参加会议并发言:建议我省政府部门将电子废弃物环保处置和资源回收产业作为重要内容列入我省环保产业发展规划。这是因为:一是电子废弃物回收处置行业市场容量足够大:全国每年市场容量超过2000亿元,我省也在100亿元左右。二是国家对电子废弃物回收处置越来越重视:今年2月25日国务院正式颁布了温总理签署的551号国务院令《废弃电器电子产品回收管理条例》,5月5日国务院节能减排领导小组组长温家宝提出当前的8项重点节能减排工作,废弃电器电子产品就是其中之一;5月19日,温总理召开国务院常务会议,研究部署家电“以旧换新”政策措施,并确定在北京、上海、天津、江苏、浙江、山东、广东七个省(市)和福州、长沙两个城市进行试点,在今年安排20亿元对家电“以旧换新”进行财政补贴。三是湖南万容科技公司具有良好的产业发展基础,不管是在技术研发、市场开发、行业地位和知名度等方面都在全国处于领先地位,国家发改委等部委也非常关注和重视万容科技的发展,把电子废弃物回收处理列入我省环保产业发展规划,完全可以依托万容科技的发展带动相关产业发展,使我省电子废弃物处理产业走在全国的产业前列。
