由湖南省商务厅、湖南省再生资源回收利用协会主办,湖南万容科技有限公司承办的“城市矿产”资源能开发新技术新设备推广会在长沙举行。湖南省内近百家资源回收的企业参加会议,共同讨论如何有效利用“城市矿产”,实现钢铁制造企业节能减排、资源回收企业创造效益、资源节约、环境友好的多赢可持续发展。
“城市矿产”是对废弃资源再生利用规模化发展的形象比喻,是指工业化和城镇化过程中产生和蕴藏于废旧机电设备、电线电缆、通讯工具、汽车、家电等废料中,可循环利用的钢铁、有色金属等资源。其中,废钢是一种优良的炼钢原料,用废钢炼钢比用铁矿石炼铁、炼钢减少排放废气86%,废水76%,废渣72%。“城市矿产”的价值已经被政府、社会各界、钢铁企业所认可,具备巨大的发展潜力。
出席本次会议的有湖南省商务厅商贸服务管理处刘飞处长、市场建设处张军平处长、湖南省再生资源回收利用协会刘诚来会长及部分市州商务局的有关领导。会议由湖南省再生资源回收利用协会秘书长曹志宏主持,商务厅刘飞处长和张军平处长均发表重要讲话。刘飞处长在讲话中首先总结了我省家电回收的成绩,同时表示“城市矿产”开发已经被国家相关部委列入议事日程,在两型社会建设中必将发挥重要作用。刘飞处长认为,本次会议不仅是新设备技术的推广,同时也是一个“城市矿产”开发的动员会、宣传会、新闻发布会。商务厅市场建设处张军平处长也表示,随着汽车行业的快速发展,报废汽车拆解行业具备广阔的前景,但目前此行业内存在着拆解规模小、拆解科技含量水平低、废水废气排放量高等缺陷,推广高技术、低排放的设备对报废汽车拆解及资源再生利用存在着重要意义。
会议上,万容科技有限公司环保装备事业部总经理张宇平博士就最新研发的“汽车拆解及废钢加工设备”做了介绍,该项设备填补国内空白,已达国际先进水平,并于今年的8月18日通过了工业和信息化部组织的科技成果鉴定,该项设备生产线由包括上料、粉碎、解离、分选等11项主要设备构成,具有物料解离度与金属纯净度高、综合利用率达90%以上、产品堆密度高、设备安全可靠等多种优点,与国外先进设备相比,实现了能耗低、成本低、占地小、无排污等多种要求,解决了物料提纯难、投资需求大、能源消耗大等多项困扰行业函待解决的关键问题。张博士介绍,万容已经开发了涵盖“废旧电器电子设备”、“汽车拆解及废钢加工设备”、“工业废弃物处置设备”、“资源再生利用设备”等四大系列共18种设备,在“城市矿产”开发应用中产生了良好的经济效益和社会效益。湖南省电子废弃物处理中心有限公司总经理胡鹏飞则就“城市矿产”项目发展模式向与会人员做了详细介绍,通过财务测算表明,一个县级小型加工企业(年处理废钢3000吨)可以通过项目获得年100万元的净利润,而地市级加工企业(年处理废钢20000吨)则可获得年720万元的净利润!从此可以看出,“城市矿产”不仅是有利于环境,有利于产业,同时有利于企业的持续发展。
