“第三代垃圾处理核心是资源化利用,物得其所,该到什么地方的东西让它到什么地方去。”这是湖南万容科技股份有限公司董事长明果英在“2014(第八届)固废战略论坛”的发言。他认为,垃圾处理没有最好,只有更好,是时候提出填埋和焚烧之上的第三代生活垃圾综合解决方案了,RDF生态工厂就是万容给出的解决方案。生态工厂能否成为第三代生活垃圾处理模式,他在现场与同行进行了探讨。

全封闭混合破碎,社区化处置
湖南万容最初做废弃物资源化利用,在此基础上,公司开发了混合破碎工艺,该工艺的核心是封闭,从前端收运到后端RDF生产都是封闭式的,这是为了满足社区化处置的要求,避免垃圾洒落、臭味等问题。“这个工厂可以进到社区里面,建在距离办公楼30米的地方,旁边是一家小学和一家食品包装企业,这要求我们必须按照高标准来建设。”明果英透露,目前这套工艺的设备均已到位,正处于调试安装阶段。
优化垃圾分类过程,提高利用效率
现阶段,垃圾分类受到更多的关注,明果英认为,分类是资源化利用的前提,然而目前国内很多地方是前端分类之后,收运或处置系统不能匹配,使垃圾分类前功尽弃。湖南万容提出的生态工厂优化了垃圾分类过程,将混合型垃圾分为可利用的再生资源、热值较高的垃圾、餐厨垃圾和惰性物质四种,比例大概为3:3:3:1。“把垃圾分为这四大类以后,我相信后面的问题都简单化。如果分类做好了,厨余垃圾是分开的,普通垃圾不会有太多臭味产生。目前,我们可以把环境控制到老百姓可以接受的程度。”明果英介绍。
多元化终端处置,资源最大化利用
在生态工厂,经过分选之后,热值较高的垃圾会被加工成代替煤炭的RDF燃料,但这并不是垃圾的最终去向,“做成RDF以后,它还只是一种产品的形态,并没有进行最终的消亡或者处置掉,最终我们提出一个叫多元化的终端处置的概念。”第一个方向是RDF焚烧发电,明果英认为,用RDF焚烧发电比用混合垃圾发电效益更好,对环境更友好。同时,RDF焚烧发电对工业水泥窑也好、燃煤电厂等工业窑炉的协同处置,也是一个非常好的补充。另外,对于中小型、100吨左右的RDF,可在社区建气化焚烧,就地供暖供气甚至发电,实现能源转化,“我相信这在未来将会是一个更有效的途径”。
垃圾的“换乘站”,价值的节点
明果英补充道,生态工厂的建设是一个补充的系统,不是一个独立的新的系统,我们可以为垃圾焚烧发电提供前端预处理,也可以对垃圾的分类厂提供后端处理渠道。
他指出,生态工厂的建设看上去是一个新的或者无足轻重的东西,但是在未来生活垃圾处理当中它起到承前启后的作用。本届论坛上,E20环境平台首席合伙人、清华大学环境学院环保产业研究中心主任傅涛指出:“在移动互联网时代,企业之间上下游的线性结构被网状结构取代,每个企业身在一张紧密的网中不能独善其身。企业竞争从线性竞争、产业链竞争发展到节点的竞争,或称为价值流量的竞争。节点价值取决于节点上价值流量的多寡。就像铁轨对于沿线城市,有火车站的城市才能从铁轨中获取价值,单纯经过的城市,并不能得到利益。”明果英说:“生态工厂就是在一个节点上面,就像交通的枢纽站,大家都要到这下车,在这换乘,它的价值和意义就在这里。”
最后,明果英向同行发出了邀请,他说:“生态工厂的模式给很多中小企业或者偏远地区的垃圾处理提供了一种投资和发展的机会,我们愿意在这方面提供一些支持和帮助,或者是参与部分的运营,我们也愿意作为一些大型企业的服务商,提供一些配套的前端处理的设施。也希望能够得到更多企业的支持,一起完善生态工厂的建设,探索第三代生活垃圾处理模式。”
